Passage of the Thirteenth, Fourteenth and Fifteenth Amendments to the United States Constitution, the Voting Rights Act of 1965 and the National voting Rights Act of 1993 collectively have strengthened the voting rights of African Americans, and other minority voters over the last century.
The process of pre-clearance found in section '5' of the Voting Rights Act beckons for continued attention and ultimate re-validation before 2007. Apparently, some elements in both Houses of Congress don't see the need to promote inclusion but would prefer voter supression. Reference Florida in 2000, and Ohio in 2004.
