Wealthy people are more likely to invest additional income than working and middle class people, who generally spend more of additional income from a tax cut on purchase of goods and services in the present. Increasing of consumption increases output of goods and services more quickly, but increases of investment have longer term effects. So essentially the only good reason to give tax cuts to the wealthy is to increase investment. However, there are many types of government spending that would increase investment, would have specific positive impacts, rather than diffuse impacts based on the individual spending/investment decisions of individual people who get tax cuts, and many that would benefit people who need help, Some examples are education (Head Start, for example), infrastructure (power grid, roads, public transportation), scientific research, and energy-efficiency programs.
